Elizabeth M. Shahan, MSW, LGSW, PSII, ICPS
Director
I am the Executive Director for WV Prevention Solutions. As a certified Prevention Specialist II, I serve as the liaison between the grant funders and the 13 counties in Region 4. I support all staff in prevention services throughout our region as well as statewide. I manage existing grants and seek additional sources of funding to increase our reach in prevention to build healthier communities. I provide training throughout West Virginia in a variety of topics including educating professionals, community members, parents, and youth in an array of substance use disorder issues. I also work with community members and stakeholders to create sustainable positive change using environmental strategies in substance use disorder prevention.

Anne Martin, MA, PSII
Finance Manager
I am the Office Manager and I am responsible for all things logistics, records maintenance, and money management. I process orders placed for the region to support counties in their goals in prevention. I also process requests for reimbursement from the counties in order to ensure federal grant dollars are available to counties as they directly impact prevention efforts. I work collaboratively with Elizabeth to ensure financial accountability.

Jonnie Kifer, MS, PSII, ICPS
WVPS Community Programs Manager
I assist with the strategic planning and program implementation at the community level across all WVPS grants. This includes braiding our efforts together to ensure a continuum of services and allowing for more complete data collection to show how we make a difference for the communities we serve. In addition to these efforts, I chair the Monongalia County Prevention Coalition, which serves my home county through evidence based programs and practices in an asset-based frame.

Emily L. Costlow, BA, MS
Information Manager
I do data! I collect and compile reports from all Region 4 counties regarding activities related to all grants managed by our office. I am also responsible for managing our social media and website. I am tasked with creating and publishing surveys to collect data from our schools regarding their use of evidence-based programs. I also use surveys to collect evaluation data from events, conferences, and meetings. In the event we need additional data resources, I seek appropriate and useful tools to improve how we do prevention.

Victoria (Vicki) Cooper, MSW
Adult Intervention Specialist
I am the Regional Adult Intervention Specialist (RAIS) for Region 4. I provide suicide prevention information, training and resources to the community focused mainly on the adult population (18+). Other focuses of my position are lowering rates of intentional and accidental overdoses, decreasing stimulant misuse, vaping prevention, and referrals/follow ups to mental health services. I graduated from WVU with my BA in Women’s and Gender Studies in 2017 and with my Master’s in Social Work in 2019. My Social Work degree had a focus on Community Organizing and Social Administration, leading me to this community prevention organization and eventually to my passion of preventing suicide and spreading mental health awareness.

Jill Poe, MA
Office of Drug Control Policy Coordinator - Monongalia County
As the ODCP Coordinator for Monongalia County, I coordinate between all local county agencies regarding overdose prevention, stigma reduction, and treatment access. My role coordinates with law enforcement and EMS on data logging tool implementation to strengthen the mapping of overdose events to provide targeted geographic interventions. I work with local agencies and Jobs & Hope WV to expand access to employment for people with barriers due to a history of SUD. By collaborating with others, we find and fill in the gaps needed in the prevention, response, and recovery process. I assist local organizations and agencies in helping replicate their successes and share them with others statewide.

Scott Baker, BA
Region 4 Partnerships for Success Coordinator
I am a graduate of Davis & Elkins college, with a BA in Education and Computer Art. I have spent many years working in various social services, and enjoy helping others. As a Partnerships for Success Coordinator I work with schools, community groups and law enforcement, to provide resources for substance abuse programs geared towards at risk youths age 9 to 20.

Dr. Tracie M. Dodson, Professor
Board Chair
Dr. Tracie Dodson is a Professor in the Albinson School of Business at West Virginia Wesleyan College. She is married to her high school sweetheart, and together they have three children. Since 2013, Dr. Dodson has been actively involved in prevention work, collaborating directly with individuals in recovery and striving to enhance the landscape of prevention. Her dedication to this cause led her to join the board of directors for West Virginia Prevention Solutions in 2021, where she currently serves as the board chair.

Timothy Craig
Board Vice Chair
Tim Craig is the Region 7 Adolescent Health Initiative Coordinator covering twelve of the thirteen counties in WV Prevention Solutions region. He has two sons at WVU and two dogs still in the nest. Prior to joining AHIC in 2023, Tim spent five years with WVU Medicine's Children's Mobile Crisis Unit and three years as a prevention specialist for Prevent Suicide WV. He provides trainings and resources to schools and community organizations. These trainings include Youth Mental Health First Aid, Connections Matter, Adverse Childhood Experiences (ACEs), Jamie's Law (Signs of Suicide), Megan's Law (Eating Disorders/Self-injury) and Catch My Breath. He has collaborated with WVPS since 2015 and was excited to join the board in 2024. His dedication to collaborating with key community stakeholders led him to join the board, where he is serving as vice-chair.

Jane Lynn Squires
Treasurer
I was born, grew up, and raised my children in Clarksburg, WV. I attended Fairmont State and WVU with a BS in elementary education and physical education, and my MS in special education. I married my high school sweetheart and we’ve been married 48 years. We have two children who are Drs. Of Audiology and work with deaf and hard of hearing. They both followed in their dad’s footsteps. Rebekah lives in SC and works for the North Carolina school system as an audiologist and has two children in middle school. Michael lives in Mineral Wells and has an audiology practice with his wife in Parkersburg. They have three children ages 5, 3 and 8 months. My favorite hobbies are watching my grandchildren, sewing and teaching tap class to adults.
The reason I got involved with WVPS is because of Pat Brougham. She kept telling me about this great group of people that she was affiliated with. She asked me to be on the board and the rest is history. They do such great work for a lot of people. Being a small part of this is very rewarding.

Ayla Mathias, MSW
Secretary
Ayla Mathias is a graduate of Bluefield State University and West Virginia University School of Social Work. Born and raised in West Virginia, Ayla has a deep passion for serving the people of Central Appalachia. This passion has driven Ayla to have deep ties with volunteerism, specifically with the 4-H program, West Virginia All Stars, and other areas as they arise. Ayla’s focus of service led her to utilize her education to work for youth in states custody, clinically. Now, Ayla works with Aetna Better Health of West Virginia as a part of their Community Cares Team to utilize Social Determinants of Health to support organizations serving the most vulnerable populations. Ayla proudly serves on the Board of Directors for West Virginia Prevention Solutions as secretary and in any function that supports the organization’s mission and values. Ayla continues to be dedicated to the people of West Virginia and Central Appalachia and is grateful to continue her career and volunteerism in service.

Jeff Collins, MA
Board Member
Jeff Collins is a Licensed Psychologist in private practice at Hamner Psychological Services where he has treated children, adolescents and adults for over two decades. Jeff has been a Board Member since the Spring of 2019 and is currently the secretary for the board. He describes himself as a loving husband, father, uncle and grandfather who enjoys camping, hiking and is an avid Mountaineer fan. Over the course of many years, he has directly treated those who have suffered at the hands of addiction, untreated mental health issues as well as the devastating impact of suicide. He feels that West Virginia Prevention Solutions is a group of like-minded board members and staff who care deeply about these issues and volunteers his time and energy in order to help make a difference in our communities.

Kevin Stalnaker
Board Member
Kevin is the Chief Administrative Officer for Mon Health Stonewall Jackson Memorial Hospital in Weston. He is a CPA and a graduate of West Virginia University with over twenty-five years of financial and leadership experience. He currently resides in Lewis County with Christy his wife of over 30 years and is the proud father of Grace, Noah and Zachariah. He has been very interested in raising the overall health of the residents of Lewis County. Prevention is very important to Kevin stemming from personal experiences and his prior work as the CEO of Sharpe Hospital.
